URL-safe Base64

Encode UTF-8 text to URL-safe Base64 (RFC 4648 §5: + → -, / → _, no padding) or decode it back. Auto-detects: input that is only [A-Za-z0-9-_=] and decodes to valid UTF-8 is treated as Base64 to decode; standard + and / are accepted on decode too.
